What do you think stymies the development of international tourism into Russia?

visa-related bureaucracy, too protracted and costly

poor roads and transportation infrastructure in provincial Russia

poor service, too uninviting for Western tourists to accept

Russia`s negative image; foreigners are afraid of coming here

to my mind, international tourism into Russia grows at a good pace
